Official Sustainability Bond Listing Ceremony Of LOLC (Cambodia) Plc. On the Cambodia Securities Exchange

On Thursday 10, 2026, Cambodia Securities Exchange (CSX) hosted the official Bond Listing Ceremony presided over by H.E. Dr. HEAN SAHIB , Secretary of State of the Ministry of Economy and Finance (MEF) and Chairman of the Cambodia Securities Exchange (CSX) accompanied by H.E. Sou Socheat, Delegate of Royal Government in charge as Director General of Securities Exchange and Regulator of Cambodia (SERC), H.E. Hong Sok Hour, Royal Government Delegate in Charge as CEO of Cambodia Securities Exchange (CSX), Mr. Sok Voeun, Chief Executive Officer of LOLC (Cambodia) Plc., Mr. No Lida, CEO of Credit Guarantee Corporation of Cambodia as well as national and international distinguished guests from various institutions.

In the opening remarks, H.E. HEAN SAHIB expressed his great pleasure in welcoming the return of LOLC (Cambodia) Plc. to the capital market for its successful fundraising, marking another milestone issuance and listing of sustainability bond in 2026. His Excellency added that amidst global economic tensions, the institution's decision to raise capital through the Cambodia Securities Exchange demonstrates the strong market confidence. It also represents an optimal strategy to alleviate the pressure of foreign loans, which currently carry high borrowing costs and short repayment terms. Conversely, capital sourced from the securities market offers lower funding costs and long-term availability-particularly through innovative financial instruments that foster sustainable business practices while demonstrating high appeal to international investors. His Excellency further emphasized that capital market development and the diversification of financial instruments are key pillars incorporated into the Royal Government of Cambodia's "Financial Sector Development Strategy 2025–2030" to reinforce financial stability and inclusion, thereby supporting and driving the growth of small and medium-sized enterprises (SMEs) and micro-enterprises.

In the congratulation remarked H.E. Sou Socheat, Delegate of the Royal Government in charge as the Director General of the Securities and Exchange Regulator of Cambodia (SERC) expressed his appreciation to welcome LOLC (Cambodia) Plc. and all key stakeholders whose dedicated efforts facilitated the issuance and led to this landmark listing. His Excellency also praised the participation of the Credit Guarantee Corporation of Cambodia (CGCC), emphasizing that its guarantee serves as a compelling testament to the safety, stability, and overall robustness of both the Cambodia Securities Exchange (CSX) and the Cambodian capital market as a whole. Furthermore, His Excellency also expressed deep appreciation for the strategic guidance provided by of H.E. Deputy Prime Minister, Ministry of Economy and Finance of Cambodia and Chairman of the Non-Bank Financial Services Authority Council (FSA), who consistently provides policy support, tax incentives, and legal frameworks to cultivate an enabling environment for all types of securities issuances.

During the ceremony, H.E. Hong Sok Hour, Royal Government Delegate in charge as CEO of the CSX extended a warm welcome to LOLC (Cambodia) Plc. for successfully raising capital from investors through the issuance of Sustainability Bonds totaling USD 20 million, carrying a 5.75% coupon rate with 5-year maturity date, guaranteed by the Credit Guarantee Corporation of Cambodia (CGCC). His Excellency also outlined the state of the securities market, highlighting its strong growth and resilience throughout 2025 despite numerous domestic and global challenges. His Excellency emphasized that, as of today, the CSX has a total of 28 listed companies, including 12 company listed as equity securities and 16 companies listed as debt securities, which have collectively raised approximately USD 720 million from the capital market. Regarding market performance, the average daily stock trading volume in the first eight months of 2026 exceeded 230,000 shares, representing an increase of nearly 150% compared to 2025, with an average daily trading value of approximately USD 290,000. Notably, in August alone, average daily trading volume surged dramatically to over 580,000 shares, with average daily trading value exceeding USD 790,000. Meanwhile, the total number of trading accounts has grown to approximately 82,000.

In the welcoming remarks, Mr. Sok Voeun, Chief Executive Officer of LOLC (Cambodia) Plc., stated that the listing of these Sustainability Bonds marks a significant milestone for LOLC and represents another major achievement in the development of Cambodia's capital market. Proceeds raised from this issuance will be allocated to finance environmental projects (~20%) and social initiatives (~80%). He expressed his strong confidence that this sustainability bond issuance will serve as an exemplary model for other financial institutions and private enterprises to leverage the capital market as an effective mechanism to mobilize capital in support of green, inclusive, and sustainable economic development in Cambodia.

In the congratulatory remarks, Mr. No Lida, Chief Executive Officer of the Credit Guarantee Corporation of Cambodia (CGCC), expressed his deep gratification and warm appreciation for CGCC’s participation in achieving this historic milestone. He underscored that CGCC's support in guaranteeing this Sustainability Bond issuance plays a vital role in reinforcing investor confidence and contributing to the sustainable growth of the national economy.
